The Rank and File line from 19th Century Miniatures (on the web as oldglory15s.com) are cast-to-order as the demand is rather low. Normally, they get things right out the door because they keep other lines well stocked. I doubt they would take too much longer to cast a separate order for Rank and File, as they provide very good service.

I find that I use 15mm ACW Zouaves in Fez for Turks. In that scale, any minor differences are barely noticeable.

In 20mm plastic Strelets have some Russians comming

For 54mm Armies in Plastic has zouaves in fez, regular Egyptian infantry and cavalry, Cossack cavalry, WW1 Russians in peaked caps for Guards units. For bashi-bazouks you could use Mtd Afghan tribesmen.
