Sailing galleon ships that fly. Propelled by both wind and giant bat-like wings. I can just the slaves toiling under the lash to provide muscle power into some gearing system to make those wings flap.

Kit bashing and model building would be a lot of fun.

I second Space 1889 and their Sky Galleons of MArs game. They embraced this sort of air ship for use by their Martians. Another option would be to make use of GZG's Full Thrust.

Many people have used the simple generic sci-fi rules framework and re-themed it for use in a number of settings including VSF and historical wet navy settings. A lot of these are posted online, though I cannot recall where off the top of my head.

I kitbashed one from a regular sailing ship miniature when I was a wee lad in short trousers, inspired by Roger Dean's flying fish/ships. It ended up looking more like the OP linked ones than a Dean tho. Still I rather liked it even if the rigging was a bit crude. It's 20 years or more gone now (sigh) and was too fidly for gaming in any case.

I've always found Roger Dean's pictures inspiring. They've helped me many-a-time when my creative juices ran dry in my years of RPGing and miniature gaming. I STIL run back to them time to time.

I have a major card collection of his works.

"Uncharted Seas" – Those would work fantastically!!
The Elvish or Dragon Lord ships. Or combine the Elvish with the sails of the Dragon Lords as "wings". Looks like the game's new? Prices are a bit high on the miniatures. Still a strong possibility there.

"Space 1889" – Their stuff, miniatures & games… especially the miniatures stuff, is hard to get and costly too.

If your going the Uncharted Seas route, they are planing a Sky Pirate faction. Now Spartan's release schedule has been hit n miss. (lot's of misses but I have not given up on them). They use to have some pic's on their forums that are now gone. (never reposted after there forum crashed and rebuilt).

I found some free rules for aerial ship fighting on the web. I'm going to look them over to see if they're suitable for this. I've not read them through yet.

There is one ruleset for fantasy air combat I have seen but anything bigger than a pinnace is going to be hard to move about the table with wings on, as the rules are for 28mm. Though you could always modify the rules, you'd need to make up dozens of new mount types and there isn't much room for boarding actions.
