Are there common unit sizes (in figures) for ACW rule sets? Are there typical sizes of unit for people playing popular rule sets like Fire & Fury or JR?

… like 16 figures, 4 figures per base, base size 40mm x 40mm?

Fire and Fury uses the size of the regiment or brigade to determine how many stands of figures you need to represent each. Don't know about JR.

So, for F&F one base with a flag and a variable number of infantry bases. Since everyone has to buy the figures planning on variable regiment sizes, what is the "average" size?

In F&F I would say the average size for a Union brigade is 6-7 bases, while a confederate brigade is 7-9. Confederate brigades tended to be a little larger than Union brigades because they generally kept sending replacements to their regiments, while the Union created new regiments as their old ones lost strength.

You wind up with a situation where brigade for brigade the Confederates have an advantage, but the Union has a higher ratio of leaders to stands or more brigades per division.

The Union player has to work harder at coordinating his brigades so he can bring multiple brigades to bear on his Confederate opponent's brigade.

My average Union brigade is six stands of 4 figs per stand (15 mm, Union) and eight stands for the Rebs – for 6 mm I use the same number of stands but 9 figs per stand – for 28 mm, I use units of 20 figures per unit (some with 24)

For my rules, 'These Fields of Blood' link Regiments are of 3-5 bases with a variable number of figures per base, but typically 4 but may be from 2-6. As figure scales may be caried so may your representation.

As you have both sides it doesn't really matter--I base my 25mm on 40mm square bases with three in a line and one at the back and 4 bases to a battalion…Howere F&F works at brigade level so varies on bases to a unit..

Does that mean a single F&F unit typically has more than one flag base?
