Are there any companies out there that make Victorian fictional and historical personalities in 20mm (1/72), especially Sherlock Holmes and Dr. Watson. I am looking to supplement 1/72 plastic figures.

You might check out the Fury of Dracula board game. I'm not sure if the miniatures would be the right scale, but the period would be just right! I don't have a copy, but I think the figures were smaller than 28mm. It's also a very good game. Here's a link to a picture of the figures:
