There are lots of different tactical rules for fighting ancient naval battles; some good, some better. Use the one you want. Good so far.

But I've yet to come across a campaign system for ancient galley warfare. I'm not talking about a linked scenario system but a proper campaign setup and system, preferably suited to solo-play so I can use my face to face time fighting the actual battles.

Is there anything out there?
And if not, why does this gap exist?

cheers!
Paul

If you can get your hands on the Old Fantasy Games Unlimited Bireme and Galley rule system. It is miniature rules but has a campaign system in it as well. It has been long out of print, but shows up on ebay. The Yahoo wargalley group may be able to help you as well. link

David Manley's Salamis to Actium has a campaign system. I'm sure you can get tehm on Wargame Vault.
