I believe I've found a list of the naval vessels currently participating in anti-piracy operations in the Gulf of Aden. It can be found at the following link:

Any idea what the operation is officially called?

You're missing those three Chinese ships, as far as I can see. Or are they not there yet?

As far as I can see, it's not an operation – everyone's pretty much doing their own thing

IIRC Canda has a frigate guarding UN food shipments in the area.

Here's the story about the Chinese naval force, dated December 26th:

So, the next question would be what scale should this be played in?

Probably varies, depending upon whether you want to do the boats and ships, or the boarding actions. Therefore, I suggest two scales, e.g. one for each.

15mm for the boarding actions, since some ships can be quite large in this scale.

Probably 1/300th – 1/700th for the vessels, or smaller, but the pirate boats will be very small in any scale below 1/700th. Lots of choice for the ships, if you choose 1/1250th, but the pirate boats will be about a quarter inch long in that scale.

At least one French vessel, which appears to remain nameless, but they did catch a couple of pirate vessels:

Excellent idea, Ace. Cannon Fodder Miniatures from Australia makes "African Clan Militia" from their 15mm "Modern Special Forces and Their Enemies" range:

Anyone have these in their collection? If so, how are they?

The French Navy vessel is the frigate Jean de Vienne. Her name is listed in the second paragraph.
