The beauty of sites like Junior General is that they can be any size you want. Here's what I do (NB this method has been used for the flats, not top downs, but the method would be the same.
Copy into "Paint"
Draw a line to one side (Using 'shift' to keep it perpendicular) of a figure from feet to top of head. This is your "scale line" – Hence forth SL. Note the height of a man may not be the height of the figure- e.g. if carrying a pike.
Move the SL somewhere out the way (to use as a master), then copy it.
Paste the SL a number of times and make a box out of them don't overlap SLs. Remember how many SLs used on a side at least one side must be an EXACT number of SLs.
Copy box an join to top of original box.
Place figure inside these boxes- front in one, back in the other. Try and line them up etc.
Lasso EXACTLY on the box and paste into Word- in Word it is treated like a picture.
Open up the properties, and adjust the size of one side that you know the length of to what it should be really. MAKE SURE LOCK RATIO IS ON.
EXAMPLE
I want to make units for Warmaster. Figures are 10mm high, on 40mm wide bases.
I draw a line the height of a figure- My SL. I know that this will eventually need to be 10mm.
I copy and paste SL, rotating the pasted one 90'.
Copy and paste this horizontal line 3 more times to make a line 4 SL long. This is my line for Word. Because I know the horizontal I can make the vertical any height.
Draw Box based on that line- EXACTLY that wide.
Copy and paste box an place underneath (or on top). Fill the boxes with fonts and backs (usually the same man pasted numerous times for speed, but you can put any mix in obviously)
I like to fold at the top, with tabs at the feet (so it looks like an inverted 'T'). Therefore I draw a small 'stand' box top and bottom. Because WM uses 20mm deep bases I make these 1 SL high each.
Lasso the whole thing EXACTLY on the Box line.
Paste into Word.
Select the picture in Word (it will be about 8cm wide) and right click, then pick "Format Picture"
Pick the size tab, and ensure the Lock Aspect Ratio box is checked.
We know that we want the base to be 40mm wide, so in the Width control put 4cm (if you have inches and you want metric or vice versa remember to adjust the Word settings).
The base line was 4 SL, each one =10mm. And Voila! The base is now 40mm wide and the figures all 10mm high. If you need multiple identical bases then copy and paste this one.
Print onto card- with my example fold each individual stand along the middle line to fold over, then bend the tabs out to make the base- glue front and back, then glue onto heavy cardstock or similar
With vehicles you will have to relate the Vehicle SL (which would be a known measurement, such as height or hull length) to a man's SL, then work scale out. E.g man is assumed to be 180cm, and a panzer III is 2.5m high (the SL). Box for tank is 3 Tank SL wide (to get the gun in). 3 Tank SL= 7.5 m. Divide 7.5m by 1.80m, gives 4.16 man SLs. So if your man is 15mm figure, then the tank box will be 15mm x 4.16 (SL) = 62mm wide.
