I have about 6 28mm peasants, russian-esque, armed with muskets and crossbows, and axes.

any war have such a militia running around? I'd like to put them to some use rather than ebaying them as the models look very nice.

In case of specifics, these are Kossite Woodsmen from the Privateer Press Warmachine line.

Are Russian-esque similar to Spanish-esque? If so, the Spanish insurrection against the French in the 1800's might work.

Or, if you want to go a little a-historical, they sound like they'd be a good (though small) armed mob trying to cahse down a vampire, werewolf, or Frankenstein's monster…

Cossack pirates (they really did raid around the Black Sea)? Balkan bandits? Hayduks? Uskoks? Depends on what you have for opposition forces…Tartars, or Janisaries or Venetians.

Russian partizans – 1812-13, 1914-1922, 1940-1945. Maybe other times, but those are the biggies. Russian rebels – all eras. They could fight for Pugachev, or Stenka Razin, as examples.

Cossacks. I like that idea … going to have to research a bit more and see how they fit in. Perhaps the pirate route as I was planning to build a force for pirate skirmishing.

But, time to do more cossack research. At least I know what direction to go.

I had some leftover Foundry Pirates armed only with axes painted up as part of a road making crew/forage party for FIW/AWI games. They look fine in the woods. Figures with only axes could be a POW forage crew under guard by other figures. Remember Charles Bronson trying to mix in with the Russian POWs in The Great Escape? Not sure what to do with the crossbow figures. Liked the vampire hunter idea. Good luck.
