Looking for a book that might provide a brief summary of the various counties/towns/cities in Virginia and Maryland. More than an atlas – I'm looking for population and industrial summaries.

Try the departments of tourism and commerce of those States. You can often get great info free from such places.

Take a look at the 1860 Census at the following site. It is perhaps a bit more then a brief summary, but the information you need should be in there.
