I understand that 1 "Olley point" is one painted 28mm infantry figure or horse.

Does the system extend to other scales?

A single figure is worth one point, as is a horse, or an artillery piece. So a unit of twelve cavalry unit is with 24 Olley points; an artillery piece with five crew is 6 points, etc.

Why did I kit send then?

As for its translation to other scales, I'm not aware of any. It'd probably be a matter of working out how many (say) 15mm figures you could paint in the time a single 28 mm figure take.
