The Historicon 2008 PEL indicated there would be demonstration games of CAS 4th edition.

Did anyone play in them?

How different is it from 3rd?

What changed between 3rd and 4th?

How close to actual publication is it?

What did you think of it?

The only one I can answer is 4):
Going to press Sept, release Oct, according to COA 07/23 (or 23/7, depending…)

I didn't play it, but I bought a copy of Atlantic Navies which includes the fourth edition. I don't see any real difference. Where applicable, it makes the rules congruent over the three series, i.e. it has rules for coal fired ships.
