Im looking for a set of 1:1 skirmish rules for the pirate era that focuses on the miniature as an individual pirate with abilities or disadvantages. I am not so concerned about the naval aspect of it more of the man to man combat.
thanks in advance for the help

Legends of the High Seas by GW historicals may also be worth a look. How many figures are you hoping to use? Do yo need campaign rules?

Legends of the High Seas would surely work for your needs, especially if you want to run a campaign where the crew can improve and gain new skills.

ARES from MJ12 is what you want.
We use it for Pirates, both figure and sea, and it works very well.

I use Savage Worlds.

There's free "test drive" versions of the role-playing version of the rules here:

and the skirmish rules here:

If you want all the setting specific pirate fluff there's Savage Worlds: Pirates of the Spanish Main:

Not cheap but well done and loads of useful stuff!
