I know Reaper has some kobold miniatures, and of course there are the ones in the D&D Miniatures line, but are there any other companies making kobolds? Either the D&D small lizardmen, or the Reaper dog headed humanoids will do. In particular I'm looking for:

kobold with leather armour and sling
kobold with chain armour, shield, and sword
kobold with leather armour, spear, and shield (at least 2 different poses would be nice)
kobold shaman with leather armour and spear

Mega minis has a pack of them with a bunch of different weapons. Lots with leather armour and spears. Lots with dagars.

It is like $20 USD for 50 of them or somehting like that.

Kenzer & Company has the Kolbold Death Squad that would fit at least a couple of your particulars. link

Splintered Light Miniatures has a nice range of Kobolds, link labeled 15mm but work well with the bigger scales as well

The Splintered Light ones stand 12/13mm. Here is the link. link

How much bigger are the Reaper kobolds compared to the Splintered Light kobolds? Or are they about the same size?

Kobolds seem to be a perennial favorite here on TMP: TMP link TMP link TMP link TMP link TMP link

And here's a link to the Mega Minis Kobolds on their Ebay store: auction

You can also buy singles: auction

I believe those are all old Metal magic Kobolds.

And the Kenzer & Company ones: link

Given the initial request for roles, the Goodman Games Dungeoncrawl Classics line might also help.
