I found some New Ray biplane kits at the local toy store (KB) for $6 USD that work out ot 1/37 scale.

Does anyone make WWI pilots in 1/35 scale?

Not as far as I know

You could try using WW2 Russian or US tank crew figures with a bit of conversion?
