Who would have supplied the most and/or the best cavalry to both Caesar and Pompey during the civil war?

I cannot say who "would", only who did.

Caesar: German and Gallic

Pompey: Debatable, at best. Under Labienus, the Numidians performed very well. At Pharsalus, Pompey's cavalry performed miserably.

I think it's a question of leadership, not "best".

Spanish cavalry too. Spain initially a Pompey stronghold, but quickly taken over by Caesar. Caesar had some Spanish horse during the Gallic Wars too. For the Pharsalus campaign Pompey had a lot of cavalry from eastern client kingdoms (but who knows what they looked like, no specific mention of cataphracts or horse archers- probably a lot of mediium horse with javelins or spears). Plus some actual Roman cavalry recruited from the Equestrian class.

Also Greek cavalry for Pompey, probably light.

I'd go with the gallic cavalry as the best, because they were rated highly enough to be hired as mercenaries from Numidia to Judea. Also they performed well for Caesar; he describes 30 of them seeing off an entire Numidian army!
